Driving down New York Avenue, one would never guess the unassuming brick building with “Fringe” painted in big colorful letters on an overhang was a hub of creativity. Yet each year, the Capital Fringe Festival, which opens Thursday and runs through July 25, takes over venues throughout downtown, with small, independent productions showing off their stuff.
