David Schroer was a dream candidate for the Congressional Research Service (CRS). He had jumped out of airplanes, lead hundreds of soldiers, undergone grueling combat and has been involved in secret antiterrorism work at the upper level of the Pentagon. Charlotte Preece, the woman assisting CRS hiring decisions, found Schroer’s military record impressive and was fully prepared to recommend him for a job as a CRS analyst. Three weeks before he was to start at CRS, Schroer told Preece that he intended to undergo sex-reassignment surgery and start work at CRS as Diane Schroer.
