Toronto – A “psychopath” and rapist is at the centre of a costly dispute between two Ontario government bodies over who will pay for an assessment that could eventually lead to a government-funded sex change.
Ontario will pay for an expert to assess whether Vance Egglestone – who has resided at a maximum-security psychiatric institution for more than 13 years after being deemed “untreatable,” “dangerous” and at a high likelihood to re-offend – has a gender identity disorder and whether surgical intervention or sex-reassignment surgery is necessary or advisable.
