On June 21, Alec Esquivel, a transgender man who works for the state of Oregon as a legal clerk, filed suit against the Public Employees Benefit Board for failing to cover surgeries and hormone treatments he needs to complete gender transitioning.
Two weeks before Esquivel’s complaint, the Portland City Council voted unanimously to provide its employees the very coverage he’s seeking. Portland is the third local government body – after Multnomah County and the city-county of San Francisco — to offer such coverage.
