Transgender Attack Cases Backlogged in Crime Lab Finally Getting Their Due – By Ashley Harrell

​Long before Deborah Madden got caught skimming coke from evidence containers, Donzell Francis, 41, was reaping the benefits of an overburdened crime lab. Although today he’ll be charged with crimes stemming from attacks on two transgender prostitutes (including one murder count), Francis should have been stopped sooner.

In 2001, Francis, admitted to slashing a woman’s face with a razor, and he went to prison for five years. In 2004, his DNA was placed in a state databank, according to the San Francisco Chronicle.
